Fix Imbalanced Sections

Via Schedule Placement
Imbalanced sections are often a symptom of an issue with the master schedule, and can be resolved by moving classes and re-tumbling.

In periods where classes have high enrollment, there may not be enough seats that period, so students are bunched up in the few classes that are offered. Consider moving a section of another course into that period.

Conversely, in periods where have low enrollment, either there are too many other options during that period, or a conflict with another class that many students need. Consider moving a section - either with low enrollment or the conflicting section - into a different period.

Via Tumble Settings
When running a tumble, schedulers can adjust tumble settings to attempt to programmatically balance sections. This function will treat the projected average class size as each section's capacity, which may result in a lower number of requests satisfied overall, but will create more balanced sections.

Via Manual Scheduling
Towards the end of the scheduling process, final balancing can also be done by manually rescheduling students out of the over-enrolled sections and into under-enrolled ones.
